How to Recruit Foreign Workers in Malaysia

  • Foreign workers – temporary work visit pass holders (PLKS) under the permitted sectors which are the manufacturing sector, the service sector, the plantation sector, the agriculture sector, the construction sector and the mining & quarrying sector;

  • Trade officers – holders of employment passes consisting of skilled workers;

  • Foreign Security Guard – foreign security guard employee;

  • Pass with work permit – Student Pass, Resident Pass Holder, Malaysia My Second Home Program (MM2H) & Malaysia Premium Visa Program (PVIP);

  • Other pass categories – Foreign Fishermen, Ship Crew, Tomyam Cooks, Traditional Passes (Thai citizens in bordering states), Ikhtisas Passes (religious teachers/artists/missionaries of other religions); and

  • Foreign workers employed from shelters.

Foreign Workers Recruitment Procedure in Malaysia

·     Document & Application (according to the rules as defined by the Govt of Malaysia and Immigration Department).

·     Apply EQuota on Foreign Worker Centralised Management System (FWCMS) portal.

·     Obtain Quota approval letter from the Ministry of Human Resource (JTKSM).

·     Contact with Overseas Manpower Agents for recruitment.

·     Place Job Order with respective Embassy Attestation.

·     Online and Offline Advertisement at Source Country.

·     Worker ProfilingScheduling for interviews (oral and written), Screening and Selection of effective workers are all done at the nation of origin.

·     Obtain bio information on the foreign employees from the nation of origin.

·     Submission of Calling Visa through FWCMS System.

·     Obtain Worker's Visa from the Malaysian Consulate from legitimate country.

·     Labour Office Clearance & Manpower Approval.

·     Airline Reservations at source country.

·     Evacuation of workers upon arriving at the airport.

·     FOMEMA check-up. [if Medical Status Suitable, then obtain a work permit from the immigration authority, else send the employee back to source country.]

·     Foreign Worker Work Permit Renewal.

·     Advice, Mentoring, Counselling, and foreign worker’s welfare.

·     If your worker’s employment is ending (end of contract or termination), you will be required to apply a Special Pass, Check Out Memo at Immigration to remove the worker's employment records before the expiry of the work permit.

Malaysia My Second Home Program.


No matter their ethnicity, religion, gender, or age, participants in the My Second Home program may be citizens of any nation recognised by Malaysia. As dependents, applicants may bring their spouses and unmarried children under the age of 21. To be eligible for the Malaysia My Second Home Program, applicants must fulfil certain requirements. (MM2H). We're here to help you see that you've fulfilled the following requirement:

UPON APPLICATION.


  • Applicants aged below 50 years are required to show proof of liquid assets worth a minimum of RM 500,000 and an offshore income of RM 10,000 per month. For certified copy(s) of the current account submitted as financial proof, applicants must provide the latest 3 months’ statement with each month’s credit balance of RM 500,000.

  • Applicants aged 50 and above may comply with the financial proof of RM 350,000 in liquid assets and offshore income of RM 10,000 per month. For a certified copy(s) of the current account submitted as financial proof, applicants must provide the latest 3 months’ statement with each month’s credit balance of RM 350,000. For those who have retired, they are required to show proof of receiving a pension from the government of RM 10,000 per month.

  • The approved participant who has purchased and owns property which was bought at RM 1 million and above in Malaysia may state his/her intention in the letter of application during submission to lower down basic fixed deposit requirement.


    FINANCIAL REQUIREMENTS


    UPON APPROVAL

    (A) Aged Below 50 Years Old


    • Open a fixed deposit account of RM 300,000.00

    • After a period of one year, the participant can withdraw up to RM 150,000.00 for approved expenses relating to house purchase, education for children in Malaysia and medical purposes.

    • Must maintain a minimum balance of RM 150,000.00 from the second year onwards and throughout the stay in Malaysia under this program.

    The approved participant who has purchased and owns property which was bought at RM 1 million and above in Malaysia may state his/her intention in the letter of application during submission to lower down basic fixed deposit requirement of RM 300,000 to RM 150,000 on condition that the property has been fully paid and ownership documents such as grant and land title have already been issued. This amount may not be withdrawn until the participant decides to terminate his participation in the MM2H program.



      (B) Aged 50 Years and Above


      • Can either choose to:
        • Open a fixed deposit account of RM 150,000.00; OR

        • Show proof of receiving a pension from the government of RM 10,000 per month

      • After a period of one year, a participant who fulfils the fixed deposit criterion can withdraw up to RM 50,000.00 for approved expenses relating to house purchase, education for children in Malaysia and medical purposes.

      • Participants must maintain a minimum balance of RM 100,000.00 from the second year onwards and throughout his/her stay in Malaysia under this program.

      The approved participant who has purchased and owns property which was bought at RM 1 million and above in Malaysia may state his/her intention in the letter of application during submission to lower down basic fixed deposit requirement of RM 150,000 to RM 100,000 on condition that the property has been fully paid and ownership documents such as grant and land title have already been issued. This amount may not be withdrawn until the participant decides to terminate his participation in the MM2H program in Malaysia.


      MEDICAL REPORT

      All applicants and their
      dependants are required
      to submit a medical report
      from any private hospital or
      registered clinic in Malaysia

      MEDICAL INSURANCE

      Approved participants and their
      dependants must possess valid
      medial insurance coverage that
      is applicable in Malaysia from
      any insurance company. 
      However, exemptions may be given for participants who face
      difficulty in obtaining medical
      insurance due to their age or
      medical condition.

        PERSONAL BOND              (Application Through           Agent)

      Licensed companies are 
      required to provide the 
      personal bond for their 
      clients who have been 
      approved under the 
      MM2H Program.

       INTRODUCTION


      APEC is an organization established in 1989 to establish greater economic cooperation in the Asia Pacific region. This organization came into force on March 1, 1999.
